The whole sentence is giving me trouble:

"Vorbereitung und Bereitstellung des Fahrzeugs durch Mechaniker unterstellt, bedeutet dies Beobachtung der entsprechenden Instrumente sowie Inaugenscheinnahme durch die Fahrer."

My draft:
"Assuming that the vehicle has been serviced and provided by a mechanic, it is the drivers' responsibility to monitor the relevant instruments and to conduct visual inspections."

Explanation:
I believe "unterstellt" does mean "assumed/provided (that)" in this case. A more "contractualese" variant would be "under the proviso that".

"Provided the car/vehicle was checked/serviced/prepared and handed over by a mechanic, ..."
