I have checked the glossaries but am still unsure as to which answer best fits my context. This is a Freistellungsbescheinigung under the German Income Tax Act on the basis of a double taxation agreement.
Die Freistellung wird erteilt. Der Verguetungsschuldner ist berechtigt den Steuerabzug zu unterlassen. Diese Freistellung gilt nur wenn der Vergütungsgläubiger seinen Wohnsitz in Irland hat.
