neutral  Andrew Swift: 'To produce a shortfall': Surely a contradiction in terms? 'Dodge', even with the inverted commas, may not be the appropriate register.

  -> Not really a contradiction: a shortfall can be left, created or produced: 'Projections show that the FY2011 budget will produce a shortfall of at least $10 billion'. Nor - for the dodge - do we know if this is a tax notice or a journalistic context.
