Jedenfalls wird man stärker als bisher auch in bezug auf die Normsetzung über das Verhältnis zwischen öffentlichem Recht und Privatrecht im Sinne gegenseitiger Auffangordnungen nachdenken müssen.

I would think *mutual support system* might work. If the context goes more towards controlling each other, then *mutual regulatory system* might be better.
