If written regulations are the subject, I'd go for 'statutory guidelines', which is the intention on the first website cited (versions in both languages).
If it concerns ensuring that regulations are followed, I would choose 'enforcement procedures' which seems to be the meaning intended on the second site:
'§ 61 Vollzugshilfe.
(1) Der Polizeivollzugsdienst leistet auf Ersuchen von Gerichten und Behörden Vollzugshilfe, wenn unmittelbarer Zwang anzuwenden ist und die ersuchende Stelle nicht über die hierzu erforderlichen Dienstkräfte verfügt oder ihre Maßnahmen nicht auf andere Weise durchsetzen kann.'

The US equivalent would fall into the regulatory, rather than the legislative realm. The law determines what, the regulations (and the courts, if it comes to that) the how.
I would be happy with implementing gistructions, guidance for implementation, appropriate regulatory framework - however it fits into your text.
