Hilfe, ich verstehe den dt. Ausdruck nicht, kann ihn folglkich auch nicht übersetzen.

Kontext: Dies schließt eine Befugnis der Kläger zur Geltendmachung eines solchen Anspruchs ebenso aus wie die Eröffnung der internationalen Zuständigkeit nach Art. 5 Nr. 3 EuGVVO

Explanation:
Für bestimmte Klagen sind immer bestimmte Gerichte zuständig. (z.B. Arbeitsgericht für Kündigungsschutzklage)
Die Zuständigkeit ist ein einem Gesetz geregelt (im Beispiel ArbGG)

Im Rechtsdeutsch spricht man idavon, dass die Zuständigkeit (eigentlich häufiger im Zshang mit "Anwendungsbereich") "eröffnet" ist, wenn sie "gegegeben" ist.

Hier geht es darum, dass sie eben nicht gegeben ist. Daher "lack of international jurisdiction".
