I agree that "to netotiate a settlement" usually means that the matter was therewith put to rest. However, for the courtroom setting I prefer to say "conclude" or "reach" to make it perfectly clear that after all points were negotiated, final consensus was granted by both parties. I interpret in court often enough to appreciate such a distinction. Grüße!
