German term or phrase: Nicht-Attestat

In the minutes of a meeting of a public body to discuss a planning application. One party in the meeting alleged that the public body had not properly prepared the documentation it was obliged to prepare.

The public body argued against this assertion and ended their argument with the sentence "Der seitens der Gutachter erlaeuterte Effekt einer "Rufbeschaedigung" durch Nicht-Attest von vollstaendigen Unterlagen sei also zumindest fachlich unbegruendet."

Explanation:
I don't think you will find Nicht-Attestat in any dictionary, it is a made up term (thank God for the precision of the German language)
Therefore I would stay away from a noun form and say it, as in the suggested manner... all the best
