Der geläufigere Begriff im Deutschen ist "Hoheitsakt". Letzterer ist der Oberbegriff für "Regierungsakte" und "Verwaltungsakte". In einem Rechtsstaat sind Hoheitsakte eben nur dann verbindlich, wenn sie im Rahmen des geltenden Rechts entschieden oder verfügt werden.

agree  David Friedman: I prefer this answer. It sounds better to me and more fitting to the context of a constitutional state. Sovereignty sounds more positive, whereas authority sounds more negative.

neutral  Michél Dallaserra: Der Verweis auf "Jekami" hat an dieser Stelle keine Berechtigung. Es geht hier nicht um die Frage, woher der Staat seine Macht nimmt, sondern vielmehr darum, dass der Rechtsstaat in seinem hoheitlichen Handeln an Verfassung und Gesetz gebunden ist.
