I've no legal background, but if you're confused about how the two clauses relate to each other, does this suggestion make sense in context?

The (unspecified) statute-of-limitations period begins on the day the victim/plaintiff discovers the damage, but the victim/plaintiff's right to claim/bring a case expires at the end of that unspecified period of time *or ten years after the act was perpetrated, whichever comes sooner.*
