Explanation:
A "Kostenbescheid" is an official document from the court saying who has to pay the costs of a lawsuit and how much they have to pay. I don't know if there's an official English translation, but in our office we just usually write "Court's decision on costs" or something similar in our letter to the client to explain what the document is.

I find having this type of query posted to the pro. section of KUDOZ a little irritating.
As a translator, you should at least take the time to have a go at actually translating the "difficult" words yourself, before you expect complete strangers to devote their time to helping you.
People who post lists of relatively straightforward words which appear in most good specialist dictionaries (e.g. Hamblock/wessels, Dietl etc.) a) abuse the goodwill of other translators and b) make translators less prepared to help in real cases of need.
Perhaps you could post huge lists of relatively straight forward words to the 'easy' section then they wouldn't end up in e.g. my mail box on Sunday morning.
Sorry if this is sounds a little brutal but most of the words on your list could have been located on the internet (e.g Freie Dienstleistungsverkehr = freedom to provide services, and is a *standard* EU law term which will be in translation all over the internet & in related glossaries)or you could have mde an eductaed guess e.g. for Kostenbescheid and then checked for yourself, by puttng the English term into an internet search engine, or (and this is probably the least time consuming solution) you could invest in the relevant dictionaries
