"dadurch" you end up with something like "by such means" or in "by doing this". In the dictionaries it is called an adverb or a conjunction. It really serves to anticipate the content of the "daß"-clause, and as Andrew's note shows, it is mostly left untranslated. The point is that filing for assistance with court costs itself creates the case that is being brought.
