I've not seen this before - from googling, all the refs are .ch ones. From the various examples there, it seems to mean this, but I can't think if there's a neater way of saying it.

My confidence as to the meaning is v high, but there could be a better way of saying it.

This is what is mean and this is a neat way of saying. The term is used regularly in the US.
