"Baubewilligung" = building/develomment permit (AE) or planning permission/concent (BE) this one has more to do with the building of some sort of edifice. The translations are from Eichborn, Hamblock/Wessels and Zahn - reliable sources - they had nothing about "Plangenehmigung" for the actual building approval but only for the budgetary funding of any project.
----- "Plangenehmigung" = city/district/county, etc. planning commission/board/authority approval (AE&BE) All the internet references for "Plangenehmigung" (which is the next step after "Planfeststellungsverfahrung)were about changing streets, rivers, canals, etc., not the building of individual buildings. Something big like a refinery, power plant, railway, dam or bridge would probably need both.

Explanation:
I have nothing to add to Baubewilligung (See McCrosky, very good explanation), but Plangenehmigung is definitely the next step after Planfeststellung. I am not sure but am assuming that the Anlagen is reference to power station or similar then I would translate Plangenehmigung as Official approval of project. I came across this term while working on a gasification plant being built in UK by a German company.
