more on the Schengen Implementation Agreement Explanation: A search on Schengen and Agreement will yield a wealth of information, for instance: The Schengen Agreements originate from the Saarbrücken Agreement signed between France and Germany on 13 July 1984. The Agreement envisaged the gradual suppression of the common frontier controls between both States. The States of Benelux (Belgium, the Netherlands and Luxembourg) were later associated with the initiative. The five States signed the Agreement on 14 June 1985 in the Luxembourg city of Schengen. Schengen-I being primarily a political document expressing the will of the Contracting Parties to decide in future the common measures concerning the abolition of the internal border controls entered into force when it was signed. The Schengen-I agreement was followed by the signature of its complementary Convention on 19 June 1990. Up to now, all Member States of the European Union - except the United Kingdom and Ireland - have signed Accession Protocols to the Schengen Agreements, whereas the non-EU countries Iceland and Norway signed co-operation agreements. The Schengen Implementation Agreement (hereafter: SIA) is being applied and thus working as a "laboratory" for the establishment of an area without internal frontier controls as required by Article 7a ECT in Germany, France, the Benelux-States, Spain and Portugal since the 26th of March 1995.
