German term or phrase: Verordnung, Ausführbestimmung, Maßnahmenkatalog

The source follows. I know that 'Verordnung' can be 'decree' or 'regulaton', but not which translation fits best. For 'Maßnahmenkatalog' I have a literal translation, but surely there's something better. Thanks!

Dazu ist eine Hierarchie von Anforderungen notwendig, deren oberste Instanz die gesetzliche Regelung – das Signaturgesetz – ist. Dieser folgen die dazugehörigen Ausführungsbestimmungen, in Deutschland Signaturverordnung (SigV) genannt. Auf der nachfolgenden Ebene, die technisch bereits sehr konkret die technischen Anforderungen zur digitalen Signatur beschreibt, befinden sich die Maßnahmenkataloge.
