"Die mitgeltenden Unterlagen beschreiben Abläufe und Zuständigkeiten, wo dies als Untersetzung der Regelungen im QM -Handbuch bzw. der jeweils höheren Dokumentations-ebene für erforderlich erachtet wird."

The usual translation of Untersetzung as "reduction" doesn't seem to apply here. Am I missing something, or is there another word I could use for "Untersetzung"?

"Regelungen" could perhaps also be expressed more broadly as "rules and procedures".

agree  Lori Dendy-Molz: 'basis' would work too, IMO/yes, I was thinking 'serve as/provide a basis for'

  -> Along the lines of "to add a basis to.../to provide a basis for..."? Otherwise this would require rephrasing in the case at hand...

agree  John Owen: you could also use "to back up"

  -> Yes, or even "to complement" (in the sense of "ergänzen", which comes very close to the intended meaning IMHO).
