Looking for a neater term than "project owner" or "project initiator".

Don't really know what a Projektgeber is. If it's a company hiring a consulting firm, or other professional services firm, this would be the term (especially if your text represents the services firm's perspective).

If we are talking about someone inside an organization who initiates a project it obviously does not fit.
