I think it's safe to translate that literally - the hydraulic power packs on most large machines are installed in the cellar - it's what we call it at our company, anyway.

The machine as such might not have a cellar, but the plant as a whole will almost certainly have one. Our company builds and installs expanders worldwide - and they always have a cellar where the hydraulic equipment - or at least the tank - is installed.
