I believe that "Stutzen" means "connecting piece", but don't know what to put for "Abtank".

Explanation:
When a tanker fills a filling station storage tank, the filler pipe is attached to what we would usually call the "filler connection(s)".
Okay, so here there are two "filler connections", 'cos otherwise, how would the tanker itself get filled? Now AFAIK, THAT one is on TOP of the tanker, which is why the driver has to climb atop the tanker to "dip" the tank to ensure the correct amount is available for delivery, and afterwards, to make sure the compartment is empty (road tank wagons are (or certainly used to be) divided internally into compartments to allow them to deliver to more than one customer per loading).

The "Abtank" bit, I think you can afford to ignore - it's merely the "road tanker emptying" connection, which we don't really need in English, as the effect is already covered by the "filling" of the tanks in the ground.

neutral Harry Borsje: why not keep the Abtank bit and call it a tank drain (connection)...?//No reason why a drain (valve) couldn't be used for normal withdrawal (another option, BTW), just Google and look at what goes by the name of tank drain

  -> because it's not technically a "tank drain"; that is to drain the last drop of liquid and is usually separate from the (ground-tank) filler connections, if I remember correctly.

I feel that the term "outlet pipe connection" would explain it best, particularly if one looks up the web reference below, where the English term "outlet pipe connection" is translated as "Austrittsstutzen", whereby "Austritt" is specifically referred to as "Abtank..." in this specific case.
