"Herstellerquartal" is a term used rarement. "Fertigungsquartal" has more hits. Note: "Fertigungsdatum" ist even more frequent.
As factory inspector I am familiar with standard-based requirements for manufacturing. The most frequent term is manufacturing date. "Date" should not be taken to literal. Some standards allow clear indication of month, quarter or year or encoded.

Conclusion: different translations like date of manufacture, manufacturing date, production date, construction date and some paraphrases are used.
