"Eine Überkompensation liegt nicht vor, da die vorstehenden Überschüsse von X und Y im Rahmen der Finanzermittlung bedarfsmindernd in die Folgeperiode übertragen wurden."

Does anyone know of a good and snappy way of expressing "bedarfsmindernd"? Thanks :)

"... the funds required in the budget for the following period are lower because the above surpluses of X and Y have been carried forward to the following period in the budget calculation"
Snappy? No way!
But at least it gets out of the German compound adverb structure.
