This is sth like the Medicaid in the USA, correct?

But how do we translate it into 'neutral' English?
"Welfare programs", or is there a special name for it?

I would say or similar. In my view the 'Fürsorge' in this case has to do with the patient and not the health system as such, for example, providers who support families during illness, take care of children, cooking, financial support etc.

Explanation:
According to Duden 'Fürsorge' is somewhat obsolete language. I have my doubts as this word pops up for civil servants in Germany and in Austria. It is basically a fund that pays the health care of civil servants in case of their illness at whatever facility. The facilities may be independent or contrctual facilities. They could be spas, hospitals and whatever. These provisions are provided by the public employer (city, state, central government) because civil servants do not need to take out a health insurance. In Germany the public empoyer pays 50% of all cost incurred, thus the individual civil servant takes out a private insurance, at very reasonable rates, with special insurance companies for civil servants to cover the other 50%.
