Does this mean:
a) Addition of a new drug
b) Repeat prescription of existing drug
c) Could be both depending on context

I have an ADR report, and under the section for "Duration of use", it says "Neuverordnung Feb 2011"

All of the other drugs in the list have "Dauermedikation" under this heading, so that would apply that the "Neuverordnung" is a new addition.

But, the only translation I have found so far implies that "Neuverordnung" is a "refill" or "repeat prescription" (which could also make sense if it is a specific batch of the drug that is problematic...)

Explanation:
New medication prescribed since Feb 2011.

This is not a repeat prescription, on the contrary. It is a drug that has been newly prescribed to the patient, i.e. the patient has not had this drug before.

Die Einschlusskriterien in der überarbeiteten Version des Studienprotokolls von Februar 2003 verlangen eine Neuverordnung für den betreffenden Patienten zum Zeitpunkt des Einschlusses in die Langzeitbeobachtung. Hatte der Patient in der Medikamentenanamnese zuvor ein Biologikum, kann er bei Neuverordnung eines anderen Biologikums in die Beobachtung eingeschlossen werden. Das schließt den Wechsel von einem TNF-α-Blocker auf einen anderen TNF-α-Blocker ein.
Falls der Patient schon früher einmal mit dem gleichen Biologikum behandelt wurde, und die letzte Applikation mindestens 3 Monat zurückliegt, gilt auch dieser Fall als Neuverordnung und kann in die Beobachtung aufgenommen werden.
