A doctor is talking about how many patients he saw last month who had mild cognitive impairment and says:

"Wegen dieser bloeden Bezugsgroesse schaetze Ich so von 15 bis 20 ungefaehr."

What is this Bezugsgroesse in English? So far I have come up with it being a reference figure for social legislation. Anyone?
