Zulässigkeit means in this case "admissibility of being dispensed" or "licenced" according to the www.swissmedic.ch, who are responsible for licencing. If a drug isn't licenced, it isn't eligible, basically (but not always), as I understand it, they go hand -in-hand.

In this case there are 2 aspects, "Behörden bezüglich Zulassung" means that the medication can be used in Switzerland, and the 2nd that the health insurance companies are required to pay for it (coverage or covered by health insurance) for its use for specific diseases.
