What I did find is:
Kapillargefaess=(anat) capillary

Capillary fragility= the lack of resistance, or susceptibility of capillaries to damage or disruption under conditions of increased stress.

Capilary resistance= the resistance offered to the flow of blood through the capillary portin of the peripheral vascular bed.

Sorry, didn't get any closer than that to Kapillarfuellunszeit.

A literal translation like: 'the time it takes for the capillary to fill up'
might be most appropiate.
