This is on medical-related correspondence under the name of the doctor that it is being addressed to. I believe that FE stands for R&D - but I do not know what the PH is for. I did find a reference to Pädagogische Hochschule but this does not seem to fit since the accompanying work deals with the manufacturing of pharmaceurticals and this would not be done in a hochschule - would it?
