This is from a 1931 German text on the Great War:

Einleitend bemerkte General v. Falkenhayn, daß es unmöglich sei, die Westfront zugunsten des Ostens noch weiter zu schwächen, da dort doppelte Übermacht gegenüberstände.

My translation is:

By way of introduction, Falkenhayn stated that it was impossible to further weaken the Western Front, where German forces were [already] facing a double superiority, in favour of the east.

Is this correct or iis it meant that IF the forces are transfered THEN the Western Front will face a double superiority?
