I think this is what it actually means. Either they shortened the sleeve/bracelet using field equipment or in a way that was practical in the field. I doubt it has anything to do with any requirement, as it carries on to say it was cut to the "desired" length.

I would say: "...was quickly shortened/cut to the desired length field-style."
