In the sentence containing this phrase, I can't seem to figure out who is doing what to whom, or how the word "auf" functions here.

Im Report ebenfalls kein Thema ist die faktische Schwächung der Strukturen der zivilen Konfliktbearbeitung, obwohl die internationale Lage das Gegenteil erfordert. Sogar und gerade Militärs drängen vielfach **verstärkt auf** zivile Maßnahmen. Doch der frühere Krisenbeauftragte des Auswärtigen Amtes gab Anfang 2008 sein Amt auf, weil er sich behördenintern zu wenig unterstützt fühlte.
