German term or phrase: Grundbetrieb
After reading many websites, including this:

http://tinyurl.com/y4nhany

I still was not able to fully understand the meaning of Grundbetrieb. It seems that it refers to the basic operations of military defence units in a "peace situation", that is the minum efforts and resources so the military organisations exist.

But depending on the text, it seems to physically refer to the military facilities themselves.

I would appreciate any help!

(BTW: this question has already been posted some time ago, but the explanation was not satisfying).

Explanation:
Nachdem der deutsche Verteidigungsminister ja schon von "kriegsähnlichen Zuständen" in Afghanistan gesprochen hat, könnte man hier einfach (viele andere Nationen machen es auch so) vom Friedensbetrieb reden.
Einfach mal "supply chain optimization of peacetime military material support" googeln.

Might be one way of rendering the term.

Generally, your understanding of it is absolutely correct.

neutral  Andrew Swift: Peacetime operations can also involve 'mercy missions' to catastrophe zones. These would seem to be excluded by the definition given above.

agree  hazmatgerman: Ich stimme weitgehend zu, würde es aber "p. operations" nennen. Die definitorische Abgrenzung ist "nicht größere Übung oder Einsatz".

ground operations

Explanation:
my suggestion:maintenance of ground operations of a military airfield ;
independently of peace- or war- time .
The operations must be done ,anyway ,to maintain the responding capability of the given airbase.

Lets not get confused by the word "GRUND" ! It has two meanings;
>BASIC ...operations
>GROUND...operations
The context provided suggests to me the second option

Notes to answerer
Asker: HanulaPaul, the term in German absolutely refers to the first option.

No, it relates to the 'armed forces', of which there are three.
For your information, the noun 'aircraft' does not have a plural form ending in -s.
I realise now I should have given my explanation to you in Portuguese, but I only translate into my native language, English.

‘Ownership’ of a question does not confer on the asker the right to dismiss answers submitted with no right of reply. Your gratuitous closing comment on this answer (perhaps as a non-native you were unaware of just how supercilious it was in tone?) was at odds with your general summing up above. The Google search was provided to enable you to do your own research. Oh and by the way, it’s not ‘humbleness’ in this context but ‘humility’.

Notes to answerer
Asker: This seems to be pretty much related to aircrafts/airforce, doesn't it? And the 300 and so Google hits do not really convince me.

Asker: The fact that I make mistakes in "your mother tongue" does not confer validity to your answer. Besides, a Google search string is not necessarily a trustable source — to illustrate this, here is one of the hits provided by your Google search: "Free Shutdown timer is the software which can automate Shutdown, restart, log off, Lock, Hibernate and Standby operations. This can be very helpful if some activity is being performed on your system and you...". This has clearly nothing to do with the context of my answer. Anyway, I wouldn't trust a translator who calls himself "An English person who knows some German." Understanding the source language is as important as having a perfect command of the target language. More important than worrying if the target language of the questions posted here match the native language of the asker is exercising our humbleness so that we accept that a colleague had a better answer than ours.

Asker: O.k., I get your point, but you won't get mine, sorry about that.

Reference information:
You'll find good information in the source; it basically means ticking-over peacetime operation of the system absent special exercises or actual deployment. So Runge's suggestion comes closest IMO.
