In addition to rocks and steps, Geländespitzen seems to include trees, boulders and even houses:

Rough terrain on its own gets over 6M hits, rough terrain vehicles somewhat more than 1M hits.

On the British Army website "ARRSE", to which I contribute on a regular basis, there are many long and comprehensive threads discussing the requirements on and for rough terrain vehicles in Afghanistan and, when we were still there, Iraq.

  -> Hi Andrew - precisely: amongst others, the unsuitability of current tyres against sharp rocks and the suspension against potholes/stepped ground is what keeps the present generation of vehicles on the `main roads´, facing the risks from IEDs!

agree  Clive Phillips: Yes, terrain obstacles jutting out sharply. Do you read Treppenabsätze as something like "stepped ground" as (I think) suggested by Frosty (e.g. a terraced hillside)? The usual meaning "half-landing" on a flight of stairs/steps seems ruled out.
