agree  Textklick: It's just a suffix to the rank of colonel, (full colonel) which according to the Austrian Army Site is a standalone rank. Check the top pdf at: http://www.bmlv.gv.at/gesetze/pdf_archiv.shtml. Titles like Dipl.whatever, Oberkommerzienrat, are popular there
