|English translation:no-drip, removable, self-closing dispenser|
"No-drip" is probably how it would be marketed. "Spring valve" may be technically correct, but here "Ventil" clearly means an outlet, a device to release (dispense) the wine from the decanter. I'm presuming the spring snaps the dispenser shut when the pressure from the flow of wine stops; thus the free translation.
The other suggestions are literally correct.
