I immediately flashed on "economies of scale" when I saw your query. Skaleneffekte sounds too much like a bad translation of economies of scale.

Explanation:
Frankly, I'm not sure that the author of this even knows what it means. The intention seems to be fairly clear -- a fixed fee will be charged for the use of the services, to avoid possible explosive growth of costs. Whether 'durch Skaleneffekte' is intended to refer to 'zu vermeiden' or to 'Kostenexplosion' is unclear, and in any case I don't see how the normal meanings of 'scale effect' or 'economies of scale' fit in this context. Probably (!) what the author means with 'Skaleneffecte' is just 'growth (in scale).
