"passend dazu" refers to the motif of the picture, not its placement. So "passend dazu" would be matching the first picture, or complementing the first picture (it "goes with" the other picture).
Even if the reference were to placement, you'd still be able to use "...placement, complementing the first picture".

fitting in the sense that probably both photos have something in common, maybe a motive, a theme.
I believe it has nothing to do with the layout. Only other possibility that I see is that they are refering to a same size photo next to the first one.
