I know, far from literal, but 'theoretische' Basis is simply a concept/conception/point of departure. Konstitution von Raum is a misnomer (Konstitution DES Raums), since 'constitution' is an inert state of things, i.e., static). Instead, here it's used in an active sense as something to be shaped/created/manipulated/allocated. Handlungsaspekte I read as the planning (and subsequent execution) lying behind the shaping/creation of space. I feel, 'various approaches' reflects the meaning, leaving the 'aspects' flourish redundant.
