Gegen diese Use Cases ist ein CMS zu evaluieren und zwar auf Grund von Erfahrungswissen (Expertenmeinung) auf der Basis von Prototypen zur Abbildung der wichtigesten Use Cases.

This from an IT white paper, and I can't make head or tail of this sentence. It's been written by a Swiss guy, which doesn't help. Can anyone help me unravel it please? T.i.A.

CMS is often Content Management System, which is a thing used particularly for managing the content of a web site - the idea being to be able to keep content up to date without waiting for the technowizard webmaster to get around to getting the new content up.

Use cases: I guess he means test cases or usage scenarios.

I am quarter Swiss, I hope that´s not why I think I (roughly) understand it.

Meaning they should consider how the \"use cases\" would go with and without a CMS, using prototypes (uh - how exactly?) to see if it´s a good idea to implement one.
