I just can't get my head round this!!! - I think it's because of the use of the word 'bedingt', but I'm not sure - I just don't understand the first half of the second sentence at all!

TIA for any help!

Aus archaisch-biologischen Gründen wird nicht jede Kombination aus Beleuchtungsstärke und Lichtfarbe als angenehm empfunden. Der Rotanteil am Abend ** bedingt ** eine gelernte Beleuchtungsstärke – ist diese zu hoch wird das Licht als unangenehm empfunden

this is how I understand it:
Lichtfarbe und Beleuchtungsstärke müssen aufeinander abgestimmt sein, um auf den Menschen angenehm zu wirken.
Da das Licht am Abend einen rötlichen Ton hat, muss die Beleuchtungsstärke dementsprechend so verändert werden, dass sie weiterhin als angenehm empfunden wird.

'bedingen' means 'zwingend erforderlich', which is best served by 'mandates', but J. Timms' 'required'/'calls for' is of course also OK, though a bit less forceful.

'contingent/predicated on' is more along the lines of 'abhängig von'
