This is very common in electricity distribution because the rates are usually lower during the low activity periods of the day (usually at night). "Zeitliche Verzögerungen" means normally "time delays". Here I think that the author tries to explain that these administrative delays could cause credit note demands (Gutschriftsanforderungen) from customers to be paid twice (Doppelzahlungen), I suspect because the customer asked a second time while his demand had already been accepted but not yet paid and that the records of the company showed this fact (not paid) and there was then a second paiment acceptation!!!
