Perhaps I'm just being particularly slow in the uptake after a stressful weekend, but... can anyone explain the difference between "Pflichtversicherung" and "Versicherungspflicht" in the following sentence, relating to the objectives of Austrian health policy? "Einsetzung einer Expertengruppe zur Überprüfung, in welchen Bereichen ein Übergang oder eine Ergänzung der Pflichtversicherung durch eine Versicherungspflicht sinnvoll ist."

Just want to agree with Will, more or less. The Pflichtversicherung is an insurance program offered by the state that everyone must pay into and be covered by. The other concept, Versicherungspflicht, is that everyone is required by the state to be adequately insured, but where or with whom is left open. With the concept of Versicherungspflicht, there might also be a state insurance program offered but private insurers could compete and the persons who are required to insure themselves could choose between various alternatives.

Explanation:
Pflichtversicherung is obligatory insurance whereas Versicherungspflicht is either the obgligation to insure (or be insured) or compulsory coverage. One way to look at it is that Pflichtversicherung is something you can buy whereas Versicherungspflicht is something you must fulfill. Hope this helps shed some light. The Romain dictionary gives the following terms for Pflichtversicherung:
Compulsory insurance (scheme),
Obligatory insurance,
Statutory insurance

For Versicherungspflicht they give you:
Compulsory coverage,
Obligation (or duty) to insure
Insurance liablity (but I don't hink this is what you want in this case)
