I found a clear explanation for "rollende Landstrasse" here:

This includes the definition:
"Eine spezielle Unterart davon ist die sog. "Rollende Landstrasse", wo ganze Lastwagen und Sattelschlepper auf der Bahn transportiert werden. "

I.e. the whole truck is transported on a train. I don't know if there is an equivalent in English at the moment but I would probably use something like:

"Trucks on Rails".
