How does the "System" relate to a human being (the German cancellor)? Are we saying he's a systematic learner, or are we saying he has a system for learning? For me, the above expression seems to be closest to the truth.

I agree with 'he learns as he goes along' - but the words do not say that.
The word system for a person is very unusual. Could they mean that the chancellor is a work in progress?
