In a legal document concerning telecommunications:

Nach Ansicht der Beschlussabteilung muessen zwei Voraussetzungen gegeben sein, damit ein Netzbetreiber fuer den Abschluss eines Gestattungsvertrages in Betracht kommt. Zum einen muss er eine gewisse Groesse erreichen, zum anderen muss er ueber Aktivitaeten in raeumlicher Naehe des zu versorgenden Objekts verfuegen. Gegen die erstgenannte Voraussetzung spricht nicht, dass es derzeit mehrere tausend Netzbetreiber der Netzebene 4 gibt, darunter auch zahlreiche Handwerksbetriebe ohne groessere Ressourcen finanzieller oder technischer Art.

They seem to refer to Netzwerk/ Netzebene as being one and the same thing.
