"verspannen" = to fix with tensioning cables or cords.

While "freely suspended" is a good interpretation of "frei verspannt", it does not satisfy me entirely within your context. I would change the sentence as follows:

"The cover is attached to the sides of the chair with tensioning cables ...".

That's in fact what they did, where its not clear from your context, whether they used cables, rubber bands, cords ??

Perhaps cables can be replaced by devices, though it sounds a little funny.

You could say, "simply fastened into the sides of the chair" or something similar. I wouldn't translate "frei."
