in a list of areas of use for heavy oils:

Heizöle, Reduktionsöle (Stahlindustrie).

I don't have any more context than that to go on.

I've thought of "Reduciton oil" and "Reducing oil" but can't find any convincing hits. Any oil experts out there?

es gibt auch im Dt. nicht allzu viele google-Belege für Reduktionsöl, aber ich habe einen interessantes Patent gefunden, das Reduktionsöl als Rückstand bezeichnet:
Das Bodenprodukt aus der Dünnschichtverdampfung wird in einer nachfolgenden weiteren Dünnschichtverdampfungsstufe bei höherem Vakuum - 0,1 mbar und einer Temperatur von 410 DEG C - einer weiteren Destillation unterzogen. Hierbei erfolgt eine Auftrennung in eine hochviskose Schmierölfraktion mit einer Viskosität von 253 mm<2>/s und einem noch verbleibenden Rückstand, der als Heizöl-Zumischkomponente z. B. als Reduktionsöl in Heizölmischungen für die Stahlerzeugung zum Einsatz kommt.
