..."nur" weil es ihn gut dünkt" can IMO not be equated with wanting the "höchste Gut". There are plenty of people who are not good and do bad things in the full knowledge of it being bad. They do it because it is good for them, because they can take advantage of something for themselves, disregarding any notion of the "highest good". "Alles wollen" IMO does not aim at the "highest good" (although we have no definition of the "Höchste Gut" but it sounds like it is meant to say that nothing anybody desires is really bad, according to any standard). So, I am not buying this saying.

Even though the translations suggested so far are correct, I think one has to emphasise even more the dichotomy between good and evil implied in the German sentence.
