Note that this answer needs confirmation! Unfortunately this is a very difficult term to translate - ideally we need the full context and definition of the scope of the "Zweckformel" in the present paper - it can vary from paper to paper. I think the "Second Formulation" is much broader than the "Zweckformel". It would probably not even help for me to go get the relevant official translations out of my college library, because the author of your paper may be using the term loosely... Basically - context and discussion required.
