Der Ausdruck Schmollis (auch: Smollis, Schmolles) ist bereits vor 1795 belegt als Zuruf unter Studenten verbunden mit der Aufforderung, Brüderschaft zu trinken und damit einen vertrauteren Umgang zu pflegen.

Explanation:
Yes it is a kind of toast. It was common amongst students and specificcaly meant the offer of a less formal form of address. So, instead of addressing ach other with the formal German 'Sie', people who drank or offered each other a 'Schmollis' would subsequently address each other with the more familiar 'Du'. in other words, they offered each other friendship.
